The Global Rewards HR Business Risk and Control Advisor will help develop and establish a risk management framework for the Compensation, Benefits and Mobility functions in HR, as well as serve as a Subject Matter Expert for related operational risk.  The successful applicant must demonstrate superior knowledge and understanding of HR services and related processes, the regulatory, operational, strategic and reputational risks inherent to the activity, as well as the potential application of appropriate control necessary to achieve and maintain the approved risk appetite.  To achieve these objectives, the successful applicant will work with a team of subject matter experts responsible for establishing and effectively governing the HR risk management framework, as well as collaborate with representatives from first, second and third line of defense functions, as well as other control and support functions to both ensure adoption of the framework, but also to respond to changes in Citi’s regulatory and operating environment. 


Reporting to the Head of Global Rewards, this position is accountable for:

  • Developing and supporting the risk and control framework for the Rewards function, including resource planning, development, budgeting and associated approvals;
  • Helping to maintain compliance with laws, rules and regulations potentially impacting the bank and banking license;
  • Effectively representing the HR function in cross-functional business risk forums, steering committees and regulatory exams;
  • Establishing effective risk assessment, governance, reporting and escalation mechanisms;
  • Monitoring and providing enhancements as necessary to the Human Capital risk appetite to ensure that it effectively identifies and measures the most material risks;
  • Establishing effective mechanisms to monitor new and changing regulatory requirements applicable to the Compensation and Benefits functions, and effectively managing the associated actions to achieve and maintain compliance;
  • Designing effective controls and monitoring mechanisms that provides reasonable assurance that said controls are appropriate and operating effectively to mitigate the risk consistent with the approved risk appetite;
  • Working with the HR functions to identify and escalate control deficiencies and establish appropriate corrective action plans to address said issue;
  • Establish partnership and communications protocol with other Citi stakeholders engaged in enterprise risk management roles;
  • Deliver consistent, clear communication of priorities, key remediation focus areas, and issues to all relevant stakeholders;
  • Partner across HR, Legal, Compliance, Internal Audit, and Risk Management functions to drive accountability to deliver on regulatory requirements.


  • Previous experience of interacting and working with business unit management. The role requires leadership presence and subject matter expertise.
  • Strong problem solving skills and an ability to identify conflicts, discrepancies and other issues and resolve them in an effective and timely manner.
  • Exceptional matrix management and influencing skills requiring strong collaboration with a collegial style that gains the respect of key business partners to ensure overall business success in managing activities. Demonstrated success in overseeing highly complex issues with agility, a sense of urgency and clear solution mitigation.
  • Capable of diving into details, while retaining the capacity to look at the larger picture and focus on the long-term impact of decisions and strategy.
  • Capable of adapting in a constantly changing and evolving business and control environment.
  • Deep analytical skills and experience in managing highly technical and sophisticated risk management strategies. 


  • 15 years of related work experience
  • Bachelor’s Degree
  • Knowledge and understanding of Human Resources programs and disciplines
  • Knowledge of HR components of bank regulations
