Singapore BCBS 239 Program Lead reports to the Singapore Chief Data Officer and has a high level of accountability to Singapore country management.

The role has a primary focus on implementation of BCBS 239 principles, which includes responsibility for driving the BCBS 239 program by working with global partners and mobilizing local business units and functions to solve implementation issues. The position also requires an understanding of the strategic direction of Citi’s data program and broader businesses, to identify near and long-term data priorities, and deliver tangible improvements in the integrity of commercial processes and regulatory reporting for the Singapore franchise.

Excellent communication skills are required to negotiate and influence internally, often at a senior level. External communication/presentation with regulatory bodies and additional 3rd parties may also be necessary.

Key Responsibilities:

  • Drive the implementation of the Singapore BCBS 239 program of work in accordance with regional requirements and with global standards set out by the Global BCBS 239 Office and the Enterprise Chief Data Office
  • Develop, coordinate, and effectively communicate program status and escalations at Board and Senior Management meetings, as well as in discussions with regulators.
  • Drive progress with the implementation plan, identify gaps, risks, issues and mitigation plans and escalate via governance forums to enable CBNA and CSL Singapore to achieve compliance with the BCBS 239 Principles
  • Coordinate program budget and resource requirements
  • Ensure key program management outputs, including governance decks, BCBS 239 implementation plan and status metrics, change requirements and interdependencies are produced on a timely basis in line with Citi Program and Project Management standards
  • Ensure strategic ECDO initiatives regarding data quality, architecture, reporting is appropriately communicated to key internal and external stakeholders, leveraging the relevant ECDO and FCDO teams
  • Partnership with assurance functions (ICRM and IA) to objectively assess BCBS 239 compliance with ownership to address resulting action plans
  • Effective supervision of the BCBS 239 Program Management team

Required Experience/Skills:

  • Bachelor's/University degree or equivalent experience, Masters/MBA degree is a plus.
  • 10+ years of experience in a complex, financial organization; deep experience in risk and data.
  • Experience with cross-functional / business delivery, ideally with large data-intensive program management experience.
  • Proven ability to act independently, work quickly and with careful attention to detail, juggle multiple priorities and thrive in a varied, fast-paced environment.
  • Experience with data programs (incl. BCBS 239), including Data Governance practices and policies.
  • Thorough understanding of BCBS 239 Principles
  • Exceptionally strong interpersonal and outstanding executive communications skills.
  • Strong analytical/problem solving skills; sound judgment and demonstrated leadership skills
  • Demonstrated ability to interact and work effectively with large, complex and diverse teams.
  • Proven ability to work well under pressure and within tight deadlines.
  • Proven ability to communicate effectively, drive consensus, and influence relationships at all levels.
  • Exposure to industry best practices related to data management.
  • Prior regulatory engagement in geographies across Asia Pacific would be an asset.
