GF – Regional Credit – Portfolio, Control and Regulatory Manager


The Risk Management organization is an independent function within Citi which partners with the business to actively manage credit, market, operational, and franchise risks in a manner consistent with Citi’s risk appetite.  The Risk Management organization establishes the policies and guidelines for risk assessment and risk management, and ensures that appropriate controls and tools are in place to manage, measure, and actively mitigate risks taken by the firm.

Regional Credit (RC) is a credit risk organization within the Institutional Client Group (ICG) Risk Management.  The team provides country and regional expertise to risk managing ICG client activity that originated in their regions.  Regional Credit employees work with their colleagues in Global Industries, Public Sector, and Financial Institutions to carry out credit risk management responsibilities.  Responsibilities include the provision of risk management support for Loans, Markets, and TTS products, and managing credit exposures across large corporate clients, subsidiaries of multinational clients and public sector entities.

Job Description:

Key responsibilities include regulatory compliance and reporting, and portfolio management of credit exposures across the Top Tier Local Corporates (TTLC), Global Subsidiaries Group (GSG), and Public Sector customer segments, with primary focus on Singapore and Vietnam.  Regulatory compliance responsibilities include re-engineering, implementing control/risk management improvements, which will require partnering with the business, project manager, and technology to ensure that local processes are in line with local regulatory requirements.

RC Portfolio, Control and Regulatory Manager (Vice President) Principal Responsibilities:

Regulatory Compliance

  • Specifically for Singapore and Vietnam, liaise closely with the different Business units (eg. TTLC, GSG and FI), other Risk teams (eg. GCB, CPB, CCB, Market Risk) and Global Functions (eg. Finance and Operations) to ensure accurate and timely reporting to the Monetary Authority of Singapore (MAS) and State Bank of Vietnam (SBV) respectively.  The regulatory submissions include Industry-Wide Stress Test (IWST), Comprehensive Risk Assessment Framework and Techniques (CRAFT), Green Conditions Survey as well as various regulatory ad-hoc surveys during the year.
  • Review the regulations, and document/create/implement relevant control objectives to associated policies. Review controls with compliance and SME teams to identify regulatory gaps if any.
  • Document regulatory mapping to relevant controls changes to reporting processes as a result of rule changes or other change management initiatives;
  • Perform gap analysis between new regulatory notices and information papers and current risk processes and policies.
  • Monitor the effectiveness of compliance with existing regulations that impact Singapore and Vietnam RC, identify potential issues/gaps, suggest areas for improvement, and establish local policies and procedures if necessary.
  • Support regulatory governance and compliance work streams:
    • Review and spearhead the implementation of new regulatory and industry requirements which impact Singapore or Vietnam RC including but not limited to BCBS 239, IFRS 9, MAS 643, MAS 610, Circular 41 and Circular 13.
    • Implementation of BCBS 239-related controls and principles for locally identified key risk reports for Singapore RC
    • Support the MAS 610 project as a RC Risk SME to identify potential issues and action on remediation plans
    • Assist with the implementation of Circular 41 for Vietnam RC
    • Perform risk-based analysis of complex governance issues as needed
    • Manage the maintenance of procedures and other documents relating to the team such as updating the Approved Elsewhere Process for Singapore and Local Operating Procedures for Vietnam to comply with local regulations.

Franchise Governance

  • Act as a single point of contact for Singapore and Vietnam RC and coordinate for internal/external reviews, including Fundamental Credit Review (FCR), Internal Audit (IA), Compliance Testing, KPMG, MAS and SBV.
  • Perform GRC MCA testing for Singapore and Vietnam
  • Help to coordinate Country Scenario Planning exercises for Singapore and Vietnam
  • Oversee management reporting for the regular governance reports for Singapore and Vietnam

Credit Risk Management

  • Monitor portfolio quality, perform analysis of portfolio movements and investigation of data quality issues, if any
  • Organize semi-annual portfolio reviews for Singapore and Vietnam
  • Coordinate all stress tests, including CCAR (Comprehensive Capital Analysis and Review) and ICG Global Stress Tests and other ad-hoc stress tests
  • Provide approval for Extending Unit Due Diligence (EUDD) for Singapore and Vietnam upon attaining a Credit Officer limit
  • Assist to review and provide guidance to TTS (Treasury and Trade Solutions) and Markets for the local credit programs in Singapore, such as the Asia Trade Hub, Cash Trade, etc.


  • 5-10 years of relevant work experience in Banking, preferably in Risk Management or other control functions with a good understanding of credit risk
  • Graduate of Business-related courses, preferably Economics, Accounting or Finance; Post-graduate in Business, Finance or Accounting or CPA/CFA professional qualifications an advantage
  • Good understanding of regional and global regulatory/industry landscape, with knowledge of the current regulatory environment and developments impacting the banking sector
  • Good knowledge of corporate banking products such as loans, trade finance, cash management, derivatives, and clearing/settlement
  • Excellent judgment and analytical skills
  • Excellent interpersonal and team-building skills
  • Accuracy and attention to detail
  • Proven ability to work under pressure
  • Strong written and oral communication/negotiation skills, with fluency in English
  • Highly organized, efficient and able to multi-task
  • Self-starter and prepared to work on own initiative
  • Strong database management skills (Microsoft Excel, MS Access)
