The Product Governance function within Independent Risk Management is responsible for designing and facilitating the execution of key frameworks to ensure that the products which Citi makes available to clients are subject to sound governance. This is a shared responsibility with the firm’s business lines and is executed through Citi’s new activity approval and product risk monitoring processes, which are intended to allow the firm to serve clients with timely, well-controlled products and services. 

The Product Governance Transformation Office (PGTO) is part of the Product Governance function with the mandate to establish a robust, scalable, consistent and commercial process for scrutinizing novel developments in the firm’s business activities to ensure that risk and controls are appropriately governed, at inception and through the business lifecycle.

Job Description

The PGTO team is seeking a Program Manager who will support the transformation program associated with Citi’s New Activities Review and Product Risk Monitoring process and work with business partners, various control functions’ subject matter experts and external consultants to ensure timely delivery of all regulatory and internal commitments. The Program Manager will primarily be responsible for providing independent oversight across projects and identifying and escalating any risks and issues in a timely manner. The Program Manager will be responsible for documenting and tracking program plans and status, tracking budgets and resources, identifying and tracking dependencies, and generating regular program progress and status updates and communications to senior management, senior governance forums and the regulators. Additionally, the Program Manager will support the tracking of Corrective Action Plans (CAPs), and associated milestones. As part of this work, the Program Manager will also support the collection, consolidation, and review of artifacts related to program deliverables, and ensure that all artifacts are available to senior management, Internal Audit, and regulators, as needed.

The Program Manager will also support overall Program governance through the coordination of senior governance meetings by creating meeting materials, proposing agenda topics, and tracking follow-up items from the meetings.

Key Responsibilities

  • Develop project plans and track program milestones and deliverables to ensure timely delivery of CAPs and underlying activities

  • Monitor real time progress on program milestones, provide regular status updates,  identify and escalate any delays and/or roadblocks in a timely manner and orchestrate quick resolution

  • Orchestrate and drive the successful and timely completion of projects/milestones to achieve business goals, including the identification and resolution of risks and issues which impact program delivery

  • Develop presentations on transformation strategy and status updates to be presented to the Board of Directors, Regulators and Citi's senior management

  • Plan meeting cadence, define agenda and coordinate creation of needed materials for governance forums (e.g., meeting decks, minutes, and membership lists); Own and coordinate action items coming out of meetings

  • Synthesize key findings and recommendations into clear and succinct presentations for senior management as well as to various other internal & external forums

  • Collect evidence and artifacts for all deliverables, and conduct review for alignment to regulatory and Internal Audit expectations

  • Develop strong working relationships and effectively partner with key stakeholders and subject matter experts across the organization (business & functions) to accomplish goals.

  • Own  the end-to-end program tracking and reporting,

  • Assist with implementation processes, communications, as well as resource planning and financial oversight (including staff and technology budgets).

  • Follow applicable Citi Project Management Procedure and ensure compliance of required artifacts and records

  • 6-10 years of program / project management experience - preferably within a consulting or financial services firm

  • • 3-5 years’ experience in successfully managing complex projects and programs through the full  lifecycle, from initiation  through close out, following a formal PM methodology

  • Bachelors or Masters (preferred)

  • PMP certification strongly preferred, Six Sigma a plus

  • Previous experience supporting complex firm-wide projects or processes with proven success

  • Excellent project management skills and ability to prioritize multiple projects through completion

  • Solid organizational skills, ability to multi-task and identify issues; ability to work under pressure will be critical

  • Ability to develop project plans, and manage individual and team deadlines and goals

  • Ability to identify issues and problems, generate solutions and choose appropriate alternatives using root cause analysis

  • Manage project scope by assessing requirements changes, and determining and conveying impact on budget, time and risk

  • Manage client expectations, anticipate operational and tactical risks and track them; clarify, identify, and track requirements, identify risks, issues and dependencies, resolve project issues and escalate to immediate manager where required

  • Strong presentation skills and ability to summarize information to highlight key issues

  • Working knowledge in a broad range of risk management disciplines (incl. credit, market & operational risks) preferred.

  • Ability to develop strong working relationships with key stakeholders across businesses to accomplish goals

  • Experience working with multi-functional partners and internal stakeholders, with excellent written and verbal communication skills

  • Ability to communicate clearly, to think and act independently, and to know when to ask for guidance from more experienced officers or specialists

  • Integrity, honesty, sound judgment, common sense, and attention to detail

  • Team player with strong desire to learn about risk functions across various business units.

  • Knowledge and expertise in Program Management, including Project Management and/or management reporting and analysis

  • Proficient in MS Office applications and expertise in MS Project
