The Senior PMO / Project Manager will be responsible for the coordination of PMO and project implementation initiatives within the Credit and Obligor Risk Analytics (CORA) Portfolio as part of CAO Risk & Control PMO.

The project manager will be required to monitor the CORA Book of Work and communicate effectively with senior leadership on the ongoing activities. This role requires a solid understanding of financial risk management, a strong personality for stakeholder interaction and management, and effective program management skills to orchestrate and manage multiple projects. Consulting prior expertise would be a plus.

A good understanding of Citibank, the industry PMO processes, and regulatory requirements, is also necessary to contribute to the overall program objectives. This role requires thorough understanding of project management deliverables including, but not limited to, project plans, status reports, and meeting materials. The successful candidate will be able to produce presentations and management information (MI) to support ad-hoc Management and Regulatory requirements and decision-making process.

Excellent communication skills are required to negotiate internally and co-ordinate across multiple areas to achieve project objectives, often at a senior level.  The project manager will work closely with our partners from other areas of Risk Management, Finance and Risk Technology.

A successful candidate must have a strong quantitative analytics background and a solid understanding of concepts of quantitative model development with proven experience in delivering large change programs, with short deadlines.

Experience working with Regulators and Senior Management is a significant benefit. The candidate must have the ability to understand and adapt to new and evolving requirements, and drive resolution of risks and issues by articulating a clear plan of action.  Hands-on experience is required in the preparation and tracking-to-plan of project plans, along with the ability to adjust plans in response to changing priorities. PMP Certification and BIG 4 consultant experience are desirable for this role.



Responsibilities:

The role will have two complimentary components: Project Management and Program Management deliverables:

  • The Program Management component will focus on responsibilities providing project management support to the CORA Initiatives.
  • The PMO / Project Management deliverables component will cut across four distinct work-streams: (i) PMO, Governance (ii) Internal Controls and Regulatory Remediation (iii) Strategic Target state Operating Model and (iv) project delivery planning.

The ideal candidate will leverage exceptional analytical and project management skills to drive efficiency and effectiveness, through strong presentations, clear communication, and ability to action in a fast-paced environment.

  • Responsible for the overall direction, coordination, implementation, execution, reporting, control and completion of specified projects ensuring consistency with Citi project management governance.
  • Project manages multiple projects of varying size and complexity, whilst overseeing the total project list and maintains focus on key critical projects
  • Resolves complex problems, where expertise is required to interpret against policies, guidelines or processes.
  • Full ownership for one or more processes, reports, procedures or products, and may also be considered analytical or procedural experts representing a unit or team on cross-function process or project deliverables.
  • Ensures resources are assigned to project by the stakeholders & monitor commitment.
  • Ensures change control is executed throughout project.
  • Identifies, documents, and understands project dependencies and identifies key stakeholders who participate in project scope definition.
  • Tracks actual project costs, identify variances, and reforecast project costs as needed.
  • Measures project management performance against standards.
  • Ensures appropriate project staffing levels from all stakeholders.
  • Establishes project communication needs and create project communication plan.
  • Creates the project risk management plan.
  • Partners with cross function peers to create, administer, track, and eventually close project contracts.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:

  • 10+ years if work experience in the financial services project management and PMO processes; risk management experience required with knowledge in the principles of Market / Credit / Obligor / Climate Risk + Stress Test
  • Knowedge of CCAR, IFRS9, CECL
  • Experience in non-IT project management
  • Proven experience delivering PMO artifacts and documentation, including project plans, status reports, RAIDs logs, and other meeting materials
  • Hands-on program management experiences in financial services organizations
  • Proven analytical and problem-solving skills with in-depth understanding of financial risk models.
  • Knowledge of the model documentation, development, and release process.
  • Knowledge and expertise in Program Management methodologies, including agile and waterfall methodologies.
  • Excellent communication skills required to negotiate internally, often at a senior level. Some external communication/negotiation may be necessary. Frequently involved with a variety of broad based and complex issues requiring conceptual thinking.
  • Ability to communicate and interact effectively with clients, project managers and workstream stakeholders.
  • Background in regulatory project management, issues management, risk, and controls.
  • Proven ability to build trusted relationships and effective partnerships at a very senior level.
  • Ability to collaborate with others to achieve objectives.
  • Able to work to tight deadlines with unfailing reliability and juggle multiple priorities.
  • Able to drive Subject Matter Experts and processes to meet deadlines.
  • Proficiency in all MS Office applications especially Excel, PowerPoint, and Visio

Education:

  • Undergraduate degree (majors in in Economics, Finance, Statistics, Math or related areas are preferred, but different majors are also of interest, especially if other experience demonstrates quantitative and/or analytical skills)
  • Master’s degree preferred (MBA or Finance, Economics or Quantitative field)
