Responsibilities
The Capital Planning team within Citi Treasury is responsible for all aspects of capital analysis, forecasting and planning for Citi, including providing programmatic leadership for the firm’s development of capital ratios; Risk Weighted Assets (RWA); CCAR capital plans; and Recovery & Resolution plans. The organization spans the full capital planning continuum, with the Head of Capital Planning reporting to the Citi Treasurer.
The Capital Planning team has a dedicated Transformation function, headed by a Managing Director, that articulates how and why Citi can take confidence in the outputs of its capital planning processes. This is an essential function to maintain the requisite level of transparency and accountability throughout the end-to-end capital planning process, which over time must be harmonized between all points of the stress continuum, from BAU (including spot RWA) to stress (CCAR) to severe stress (Recovery), to the ultimate resolution of the firm. The Capital Planning Transformation function is responsible for key aspects of capital planning including:
This role will report to the Controls and Governance Sr. Manager, and support the Head of Spot RWA Transformation within the Capital Planning Transformation function to build and execute the Spot RWA Interaction and Accountability Model, to negotiate roles and responsibilities, including mapping to regulatory rule requirements, and develop detailed write-ups for the role of each sub-function; This role will also partner with HR on RWA related skills gap assessment and staffing plan; and partner with Treasury to address training needs.
This role will play an integral part in implementing the plans necessary to close the gaps identified by the Consent Order planning efforts, and the firm-wide, cross-functional execution of those plans over a multi-year timeframe.
This is a highly strategic “build the bank” role that will provide significant exposure to senior management and will partner extensively with colleagues across Capital Planning, Business, Risk, Finance and 2nd line of defense functions. Ability to work under pressure to meet tight deadlines and excellent interpersonal skills are required given the high level of interaction with senior managers, auditors and regulators.
Responsibilities:
- Deliver tactical solutions over a short-term horizon to remediate control gaps, both self-identified as well as those identified by auditors and regulators
- Participate in/facilitate “Transformation, Execution and Dependencies (TED) Forums” as a part of ongoing communications on the Accountability and Interaction Model project
- Develop strong working relationships with process owners across the organization in support of their individual responsibilities and in support of creating a holistic framework in which the firm executes its collective capital planning responsibilities
- Support development of materials for management discussions and other stakeholder forums
- Coordinates and contributes to the ideas of the entire function
- Performs other duties and functions as assigned
- Has the ability to operate with a limited level of direct supervision
- Acts as SME to senior stakeholders and /or other team members
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
Qualifications:
- 6-10+ years of relevant experience, within the financial services industry preferred
- Requires communication and diplomacy skills in order to guide and influence others.
- A self-starter with ability to independently manage work and drive multiple deliverables concurrently
- Creative skills necessary to craft persuasive, well-researched narratives for senior consumption
- Strong attention to detail with proven ability to distil complex ideas into simple stories
- Must have proven ability and willingness to challenge the status quo
- Must have ability to stay ahead in a constantly changing environment. Must be a change agent, ensuring others understand current direction
- Experience and demonstrated ability to manage competing priorities in a complex and dynamic environment
- Self-motivated with the ability to make decisions in the absence of detailed instructions.
- Proficient Microsoft Office skills
- Previous experience in Risk, Treasury, Controllers, other Finance functions, or audit functions is preferred
- Understanding of capital markets and/or institutional banking is preferred

- Bachelors degree, potentially Masters degree
