The Global Regulatory Compliance and Policy Program Manager will serve as the focal Program Manager for ICG Treasury and Trade Solutions (TTS) business to address Regulatory, Policy and Compliance programs.  This is a First Line Business Role focused on Regulatory and Policy Compliance .   Program focus include implementation of transformation related initiatives to support revised Citi Risk Management and Policy Frameworks, First-Line In-Business Regulatory Remediation Program Governance  and ongoing Policy Management within the front office ICG Treasury and Trade Solutions business.

Key focal areas will include:

  • Regulatory Compliance and Remediation Programs

  • Regulatory Change Management / State of Compliance

  • Policy Compliance

  • Policy Management

  • Regulatory Program Portfolio Management

  • Compliance Transformation / Compliance Risk Appetite Management

Resource will be responsible for establishing and executing plans and governance mechanisms to achieve required outcomes of firm level Regulatory,  Policy and Compliance transformation programs.   The resource will also serve as a portfolio manager to ensure ownership and oversee programs needed to implement new or changed Policies and Standards which impact the Citi TTS business.   Includes designating individuals from a matrixed organization to execute plan to completion and ensuring program outcomes meet mandatory requirements.  Will include establishing required governance forums and working groups, regular status reporting and partnering with second line Risk and Compliance to ensure Regulatory and Policy compliance is achieved.

Key responsibilities include:

Primary responsibilities include:

  • Devise and manage new methods for assessing Regulatory Compliance, managing Regulatory Change and potentially newly applicable Regulations against an evolving product set.

  • Interpreting Firm level Policy and Compliance Transformation program requirements and executing on actionable programs, identifying appropriate owners and guiding program resources in tasks required to achieve pre-set, unmovable milestones associated with a Regulatory Transformation program.   

  • Serve as Policy Lead and Portfolio manager for the Citi TTS business, ensuring review and impact assessments are conducted and overseeing required implementations as needed. 

  • Establishing an effective Policy Working Group and associated processes to support the above activities.

Required Knowledge and Skills:

  • Understanding of Regulatory/Policy Compliance and Compliance Risk Frameworks in a Financial Services environment.

  • Experience developing or implementing Firm level Policies and Standards.  

  • Understanding of Policy Governance and Policy Management Frameworks.

  • Understanding of Regulatory Change and Regulatory Enforcement programs in a Financial Services environment.

  • Ability to interpret Firm level Policies and Standards and translate requirements into actionable program plans which achieve compliance with new or revised Policies and Standards.

  • Understanding and ability to interact across three lines of defense in support of Regulatory and Policy compliance, as well as compliance monitoring and audit readiness.

  • Superior program and project management skills and experience. 

  • Highly motivated, strong attention to detail, team oriented, organized

  • Strong leadership skills and influencing capabilities; Ability to be effective leveraging a set of matrixed stakeholders from different regions, businesses and disciplines.

  • Ability to work globally to achieve consistent target states despite differing Regions / Geographies in scope.

  • Excellent written, verbal and analytical skills

  • Strong presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging

  • Ability to interact and communicate effectively with senior leaders

  • Experience in the design and implementation of Compliance programs as well as corrective action plan management and Audit readiness.

Education Required: Bachelor’s degree; 7-10 years of experience in Financial Services is ideal with experience in Regulatory Governance, Regulatory Affairs or Policy Compliance.   Strong Program Management background a plus.    

Education Preferred:  Advanced degree (e.g.MBA) and/or relevant professional certifications (e.g., Project Management Professional - PMP) are a plus.
