The EO&T Chief Administrative Office (EO&T CAO) is a driving factor in delivering value to our organization, our businesses, regulators, and stakeholders.  With responsibility for Risk and Control, Quality Assurance, Transformation, O&T Regulatory Engagement and the O&T Chief Data Office, the EO&T CAO enables the organization to execute on O&T’s Vision and Strategy.

This role will report directly to the O&T Head of Regulatory Engagement.  The O&T Head of Regulatory Standards and Communications will work collaboratively with O&T Business Heads to establish the strategy for ongoing supervision and exam management.  This role engages across O&T businesses and Global Functions (including Legal, Independent Compliance Risk Management, Independent Risk Management, and Internal Audit) to design and implement high quality repeatable reporting and relationship routines. 

The position also develops and implements common standards, procedures and governance processes to create and maintain consistent and best in class regulatory engagement and communications protocols.   Key activities include developing an O&T wide structure for regulatory standards and communications and ensuring this structure is monitored and followed consistently across all types of regulatory interactions (recurring and ad-hoc), ongoing supervision and exam management.  In addition, this role is accountable for assisting in the development of regulatory communications, regulatory exam coordination, global oversight of issue management and remediation processes for O&T. This role will benefit from a comprehensive understanding of multiple areas within O&T and the ability to frame communications for executive and regulatory audiences.

Key Responsibilities:

  • Develop and implement an O&T regulatory relations oversight structure to drive consistent and clear communications and reporting in key regulatory forums and updates.

  • Define and implement escalation criteria and practices to ensure issues and risks are escalated timely and reporting to the regulators occurs appropriately, consistently and at the right levels.

  • Implement and maintain the use of standardized tools and templates in the global execution of regulatory engagements

  • Perform regular monitoring routines across the O&T business globally to ensure consistency and compliance with the regulatory governance framework requirements.

  • Establish monitoring routines and partnership with O&T ICRM, Risk, IA and Legal, as well as other Citi sectors (where appropriate for firm wide examinations) to ensure consistency and compliance with the regulatory governance framework requirements.

  • Establish partnership and communications protocol with Citigroup regulatory relations and Citi senior stakeholders to ensure consistency in approach and communications across the group, as well as provide regular status updates on progress for certain efforts and issues.

  • Partner across the O&T businesses, Legal, Compliance, Internal Audit, and Risk Management functions to drive accountability to deliver on regulatory requirements, including coordination of drafting of regulatory response letters for owned matters.

  • Develop and maintain dashboards and reports for senior management and the CAO to provide regular status updates on regulatory interactions, exams, and issues management

  • Design and develop strawman presentation materials to be leveraged by participants in regulatory meetings, in order to ensure consistency of messaging.  Create process to ensure all final materials being used are reviewed prior to sending to the regulators

Qualifications:

  • 15+ years of relevant experience

  • Previous experience of interacting and working with Executive Leaders. The role requires leadership presence, subject matter expertise, and the finesse to work with industry leaders and senior executives.

  • Capability to contribute to both the strategy and execution of an associated operational plan

  • Demonstrated success in managing highly complex project management activities with agility, a sense of urgency and clear solution mitigation

  • Capability to adapt in a constantly changing and evolving business and control environment

  • Promotes a culture of collaboration and teamwork across organizational boundaries; willing to break down functional silos to optimize business results and ensure controls

  • Deep analytical skills and experience in managing highly technical and sophisticated risk management strategies.  Keen ability to quantify the benefits/savings of these risk projects.

  • Excellent written, verbal and analytical skills; Communicating extensively and succinctly (orally and in writing)

  • Strong communication and interpersonal skills; strong presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging at multiple levels

  • Demonstrated ability to assess complex issues through root cause analysis and other analytical techniques; structure potential solutions; drive to resolution with senior stakeholders in a global environment

  • Should have Excellent proficiency in Microsoft Office – particularly Excel (metrics and data analysis), PowerPoint (presentation decks), and Word (writing and editing procedural and technical documentation).

Education:

  • Bachelor’s degree or equivalent experience in control-related function in the financial services firm, regulatory organization, or legal/consulting firm, or a combination thereof; extensive experience in area of focus; previous experience managing a diverse staff; Advanced degree preferred
