The Liquidity Transformation team within the Treasury organization works closely with stakeholders to define, drive and execute end-to-end process design and implementation efforts for processes, controls, infrastructure and operational toolsets required to support the day-to-day Liquidity Risk Management and reporting functions. These functions include but are not limited to liquidity regulatory reporting and metrics, management reporting and liquidity stress testing which span global Treasury groups, Finance functions, technology partners and business partners in ICG and PBWM. The team is responsible for delivery of Treasury’s transformation objectives and collaborates with stakeholders to identify priorities, coordinate efforts and track progress, and define and implement best practices.

Scope of Role:

The Lead will be responsible for managing a team of project managers to drive execution of a portfolio of work supporting activities related to day-to-day liquidity risk management and reporting.   The individual will contribute significantly to the transformation roadmap and provide targeted design expertise for capabilities required to improve the timeliness and efficiency of end-to-end delivery, from Authoritative Data Source to metric/report output and beyond. To this end, the position will require coordination of activity across multiple liquidity functions, the ability to challenge existing practices and identify and recommend informed process improvements to senior stakeholders.  This position will be responsible for the integrity of the portfolio of work and how different parts of the organization will work together to enable efficient transformation.   Additionally, this position will work closely with the Transformation Delivery Leads, Program Managers & PMO to ensure alignment between Operating Model design and Transformation Delivery Projects.


  • Program Management for Treasury Liquidity Controls. Contributes to the design, implementation and governance of enhanced control solutions across a range of business units and geographic regions, including:
  • Documentation of end-to-end controls over data sourcing, consumption & enrichment, and Liquidity reporting in line with established Citi policy and standards and BCBS 239 principles
  • Assessment and re-design of controls according to established program transformation plan
  • Communication to upstream data providers and technical partners on enhanced control requirements
  • Governance: Participates with senior management in designing strategic controls for the process, organization and architecture covering Finance and, specifically, Treasury Liquidity
  • Designs and operates or participates in necessary forums and frameworks to ratify and govern enhanced controls, change management
  • Participates in assessing and incorporating changing business, regulatory and market information needs into finance processes and applications from a control perspective
  • Manages complex/critical/large professional disciplinary areas; applies in-depth knowledge of the business impact of control design.
  • Regularly interacts with peers within the firm and externally, including regulators and professional organizations.
  • Advises internal clients on the implications of business trends, issues, operating environment changes and firm or business unit strategy.
  • Oversees successful implementation of regulatory and internal audit identified enhancements
  • Performs other duties and functions as assigned.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.


  • 10+ years of relevant experience, within the financial services industry highly preferred
  • Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function.
  • Requires communication and diplomacy skills in order to guide and influence others.
  • Experience and demonstrated ability to manage competing priorities in a complex and dynamic environment
  • Self-motivated with the ability to make decisions in the absence of detailed instructions.
  • Advanced Microsoft Office skills
  • Familiarity with software development life cycle (SDLC) implementations
  • In depth knowledge of banking products / systems highly preferred.
  • Substantial control management experience or CPA preferred
