The Senior Lead Counsel 2 (Regulatory) is a senior level position responsible for serving as subject matter expert and key legal advisor to business stakeholders, functional partners, and the Legal Management Committee by providing counsel and thought leadership on all aspects of legal matters related to Regulations. The overall objective of this role is to provide legal support, advice, and guidance across Regulations and Citi Businesses and Functions.

This role has a significant degree of responsibility and authority. This role requires solid conceptual / practical grounding in the laws and regulations for the geographies in which we operate as it relates to matters of Regulations. This role has authority to negotiate and make independent decisions on issues / activities that have critical impact or influence on the company. This role is not a manager.

Responsibilities:

  • Provide legal assistance and support to senior stakeholders regarding regulatory issues concerning the impact of US banking laws and regulations on all of Citi’s businesses, staff groups and control functions, domestic and foreign
  • Advise on bank regulatory aspects of Citi’s acquisitions, divestitures and internal reorganizations, optimal structuring of new and existing products, transactions, and trades
  • Manage the resolution of violations of law or regulations and other major compliance issues
  • Collaborate with other functions, such as compliance, by acting as a key advisor on strategic regulatory issues and legislative matters
  • Serves as a key strategic partner to senior management or key regional management and/or primary advisor to senior business stakeholders, functional partners (e.g., Risk, Compliance, Finance, CAO, CCO), the Legal Management Council (LMC), Practice Group Heads, and/or Regional/Country Leadership
  • A recognized subject matter expert who substantially influences the way things are done within Regulatory service within Citi and/or the legal/financial services industry; their area of responsibility and has primary accountability for the end results
  • Collaborate with financial services regulators on issues of authorization and discipline
  • Provide regulatory advice and guidance regarding products and services; provide guidance relating to bank compliance and consumer regulatory matters
  • Key stakeholder in senior forums covering strategy, risk management, governance, regulatory interactions, franchise reputation and/or highly complex or high-risk issues arising as part of job remit
  • Represent the firm both internally and externally with clients, government bodies or other organizations, typically serving at the most senior level as part of the senior management team; manage several relationships with external legal counsels
  • Anticipate, evaluate, and appropriately respond to developments in local and international laws and banking regulations that impact relevant Citi activities; assist the firm in evolving to meet marketplace and client needs
  • Authority to negotiate, advise, and/or make independent decisions on issues and activities that have critical impact on one or more of: company revenues, expenses, capital, risk and controls, country/cluster, or business/function operations
  • Appropriately assess Regulatory risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards

Qualifications:

  • 10-15+ years of relevant industry experience, including experience in an in-house legal role

  • Excellentleadership,interpersonal,organizational,relationshipmanagementskills
  • Experience in working with regulators/regulatory bodies is preferred
  • Knowledge and expertise on specific laws, rules and regulations and enforcement actions related to Regulations while staying abreast of the changing regulatory and legal environment, internal policies and industry trends that impact the business
  • Proven ability to apply sound judgement while managing complex subject matter and issues
  • Comprehensive knowledge of US and international laws and practices
  • Excellent written, verbal, presentation, problem solving and analytical skills
  • Ability to handle multiple complex and confidential matters under time and pressure
  • Effective negotiation skills and ability to maintain effective relationships at executive levels
  • License to practice law in good standing

  • Juris Doctorate or equivalent law degree

Primary Location Full Time Salary Range:

$200,000.00 - $300,000.00
