The Community Reinvestment Act (CRA) Regulatory Group resides within Citi Global Public Affairs (GPA). Global Public Affairs seeks to enhance and protect the reputation of Citi, its businesses and the brand through direct and indirect communication with Citi's various stakeholders.

This position is part of the new CRA Modernization & Transformation team that is being formed to respond to the OCC’s CRA Final Rule and other CRA regulatory initiatives. The position will play a critical role in partnering directly with the four other functions within the CRA Regulatory Group: CRA Analysis, CRA Governance & Policy, CRA Verification, and CRA Regulatory Reporting, and in collaboration with businesses across the franchise to align strategies and monitor CRA-related performance, while managing regulatory relationships and working to preserve Citi’s position as a leader in an evolving regulatory environment. 

Job Responsibilities:

  • Lead a team/organization responsible for CRA Modernization activities associated with the implementation of the CRA Final Rule.

  • Develop CRA data subject matter expertise across multiple business lines, including Cards, Small Business lending and other applicable data sources within GPA and CRA contributing businesses. Act as a subject matter expert when data needs or questions arise.

  • Lead the coordination effort for CRA Final Rule implementation with internal stakeholders and CRA contributing businesses to help evolve the organization’s CRA analysis and reporting capabilities to the desired state.

  • Work with CRA contributing businesses and Data Governance Offices to make sure CRA Data adheres to Citi’s Data Management Policy (CDMP).

  • Help formulate and implement a firm-wide CRA reporting strategy based on self-service dashboards and BI reporting tools that leverage the new CRA data warehouse and infrastructure.

  • Drive the sun setting of manual reporting processes through a transformation of dynamic Visual dashboards.

  • Employ techniques/tools to assess the state of CRA Regulatory Group’s Scorecard Reporting with an eye to bring business-focused technology innovation to the forefront and optimize performance across the end users.

  • Conduct external research to understand regulatory policies and control environments as well as emerging CRA and Community Development risks.

  • Evaluate the emerging technical tools and methodologies for the same to ensure incorporation of best-in-class capabilities to support CRA analysis and reporting.

  • Strategize with internal and external partners on process integration across different deployment models as it relates to CRA analysis and regulatory reporting capabilities.


  • Bachelor’s degree required; advanced degree preferred.

  • 7+ years of direct, relevant regulatory experience in both business-focused technology and a business consulting role, preferably in financial services.

  • 7+ years of CRA experience; aptitude in displaying and communicating technical/analytical regulatory information to non-technical constituents.

  • 7+ years’ experience in strategic data management including data analysis, data governance, data modeling, and data warehouse.

  • 3+ years of people management experience.

  • Analytical and strategic thinking skills – systems thinker.

  • Ability to analyze a process and recommend ways to improve quality, controls and efficiency.

  • Strong communication and presentation skills with the ability to articulate complex CRA matters through concise and clear messaging across all levels of the organization.

  • Ability to drive multiple priorities in tight timelines through influence and leadership across multiple cross functional teams.

  • Significant experience with Tableau, Qlikview, Cognos or other BI/data visualization tools.

  • Tableau Certification is a plus.

  • Ability to energize others around a task/idea and maintain optimism.

  • Proven ability to work cross-functionally within an organization to create support and buy-in across a wide range of stakeholders and accomplish objectives.

  • Knowledge of CRA Wiz, Data Visualization and Database tools.

  • Ability to work independently and in collaboration with others towards shared goals.

  • Excellent communication and project management skills and ability to work on teams and with others
