Role/Position Overview:

The Community Reinvestment Act (CRA) Group resides within Global Public Affairs (GPA), which seeks to enhance and protect the reputation of Citi, its business, and the brand across the world through direct and indirect communications with Citi’s various stakeholders.  The CRA Group oversees Citi's CRA program, its governance structure, CRA-related examinations, and manages CRA-related reputational matters. The CRA Group partners with Citi's U.S. businesses to establish CRA lending, investment, and service goals to meet Citi's CRA obligations and achieve a record of CRA performance commensurate with an "Outstanding" rating. Together with CRA-related businesses, the CRA Group proactively manages Citi's reputational risk and relationships with external stakeholders, including bank regulators.

The CRA Group is comprised of five teams: (CRA Governance & Policy, CRA Analysis, CRA Transformation, CRA Regulatory Reporting, and CRA Verification) and is committed to maintaining Citi’s highly rated and best-in-class community reinvestment program.

The CRA Senior Governance and Policy Analyst will be a key position within the CRA Governance and Policy team based in New York City, New York.  The role will work collaboratively across the CRA Regulatory Group to support and implement a robust end-to-end Risk & Control environment and Governance framework.     

Key Responsibilities:

The CRA Senior Governance and Policy Analyst, Vice President (VP) will be responsible for assisting the CRA Governance and Policy Director and Senior Manager in driving various governance initiatives across the team.  Key responsibilities include:

  • Assisting in the governance of the group’s Manager’s Control Assessment (MCA) program including design and oversight of defined Activities, Risk, Controls and Monitoring (ARCM’s)
  • Engaging with Citi’s Risk & Control (MCA) system administration, including the review and management of cross functional ARCM dependencies
  • Managing quarterly MCA evidence gathering, quarterly testing and monitoring
  • Contributing to the identification and assessment of control issues that may arise within the CRA Regulatory Group
  • Assisting with the annual update of the CRA Policy and CRA & Fair Lending Committee Charter
  • Helping to manage ICRM’s Regulatory Change Management program for the CRA Regulatory Group
  • Serving as backup in the management of Corrective Action Plans (CAPs) and Issue mitigation
  • Providing support in the evaluation and implementation of new/revised Citi Policy requirements
  • Coordinating the implementation of Record Retention requirements in accordance with the Records Management Policy across the CRA Regulatory Group
  • Performing transaction reviews to validate that decisions on the CRA-eligibility for select transactions (community development loans, investments, and services) were made in accordance with defined process guidelines and the CRA regulation
  • Performing monitoring of CRA Sunshine reviews to ensure all CRA Covered Agreements have been captured and properly documented
  • Preparing materials for Independent Compliance Risk Management (Compliance Assurance) transactional testing of the Home Mortgage Disclosure Act (HMDA) and CRA
  • Managing End User Computing registration requirements
  • In partnership with the teams in the CRA Regulatory Group, assist in annual review/update of internal procedure/process documents and Continuity of Business plans
  • Assisting in the management and oversight of the Group’s third-party relationships, including contract renewals
  • Serving as backup coordinator on Regulatory, ICRM and Internal Audit exams/reviews
  • Assisting in the production of the monthly Citibank, N.A. CRA performance Scorecard
  • Helping to facilitate the bi-annual refresh and roll out of the firm wide CRA training
  • Additional duties as assigned


  • Bachelor’s degree required
  • 6-10 years relevant experience in governance, risk and controls focusing on monitoring & testing activities, compliance, audit, or regulatory functions, preferably at a large and complex financial services organization
  • Strong analytical skills
  • Experience leading projects or being a lead team member in complex operational environments and working with multiple stakeholders across the organization
  • Knowledge of Citi Risk and Control management (preferred, not required)
  • Outstanding relationship building and relationship management skills
  • Clear and concise written and verbal communication skills
  • Proven ability to execute multiple projects on tight deadlines with attention to detail
  • Capacity to solve problems by being resourceful, consulting with others and considering alternatives
  • Strong knowledge of PowerPoint and ability to produce useful decks for Senior Leadership in the group
  • Excellent ability to quickly learn new systems
  • Experience working across business lines, collaborating, and interacting with colleagues at all levels with a commitment to partnership
  • At ease working independently as a member of a high-performing team, with the ability to take initiative in proposing and implementing solutions
