Data is at the core of this transformation to bring consistency and standards to the way we work across the firm, including strengthening our reporting, risk and controls environment, improving how we organize and leverage the incredible amount of data we have, and ensuring we have a culture of excellence and collective accountability.

The Treasury Chief Operating Office/Transformation Office drives the transformation agenda for Finance Treasury, within which, this position works in a newly formed Citi Treasury Investments (CTI) Data Services Group (DSG) reporting to the CTI Data Transformation Head.

Citi Treasury Investments is responsible for managing most of the firm’s Security Portfolios, including U.S. Treasuries, U.S Agency Securities, U.S. Agency Mortgage-Backed Securities (MBS) and Debentures, Non-USD Sovereign Securities, Asset Backed Securities (ABS) and Collateralized Loan Obligations (CLOs), among other assets. The team also manages the firm’s U.S. dollar (USD) interest rate risk, foreign exchange capital hedging, short-term funding activities and internal legal vehicle funding. In addition, the team is responsible for executing Citi's benchmark issuance programs and FX hedging strategies.

This leadership role will help define and own significant delivery of strategic CTI Data Book of Work, and will drive the CTI data change agenda, working closely with subject matter experts and stakeholders throughout the organization. There will be a high degree of interaction at a senior level within Treasury, Finance functions, business partners in Institutional Client Group (ICG) and Personal Banking & Wealth Management (PB&WM), Chief Data Office and EIO&T to drive strategic decisions for data transformation.

The role manages and coordinates the activities in a matrixed structure to achieve strategic firmwide goals. The successful candidate will have in-depth understanding of how accurate data, solid controls and accountability throughout the bank contribute to achieving CTI objectives. In addition, a thorough understanding of CTI products, services and capabilities is necessary to contribute to a best-in-class data solutions. It requires excellent technical and communication skills to negotiate at a senior level.

The role will be responsible for building and executing functional data strategy in support of Citi Treasury Investments (CTI) in line with Citi’s Finance Data Operating Model. Responsibilities will include establishing data operating model for Citi Data Governance Policy adoption, which will inform strategic data architecture, program implementation to achieve strategic outcomes and CTI target state.

Responsibilities:

  • Contributes to the design, roll-out and governance of financial solutions, including:
  • Ownership of CDO policy adoption and regulatory milestones which mandate CTI to manage and govern data in a controlled manner.
  • Participates in formulating and setting strategic direction for the process, organization and architecture covering Finance across Citi businesses, products, functions and locations.
  • Assists in setting business and information architecture standards for Finance.
  • Plays a part in settling and operating necessary forums and frameworks to establish and govern policies and starts for global Finance processes.
  • Participates in assessing and incorporating changing business, regulatory and market information needs into finance processes and applications.
  • Full management responsibility of multiple teams, including management of people, budget and planning.
  • Responsible for determining approach to implementing functional strategy and execution in area managed.
  • Accountable for end results, budgeting, planning, policy formulation and contribution to future strategy of the area(s). Impact reflects size of team managed, strategic influence on the business and interaction with other functions or businesses.
  • Implements financial initiatives and manages the work of the department ensuring appropriate staffing and organizational structures are in place for their area.
  • Partners with the business to improve efficiency, effectiveness, productivity and / or control.
  • Often requires development of new concepts and approaches to solving issues affecting business/ geographic region or a major segment of it.
  • Performs other duties and functions as assigned.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.

Qualifications:

  • 15+ years of relevant experience within the financial services industry required.
  • In depth knowledge of banking products/systems and how own sub-function contributes to achieving the objectives of the function.
  • Specific knowledge of Treasury disciplines; Balance Sheet Management, Interest Rate in Banking Book (IRRBB), Risk Weighted Asset (RWA), Liquidity or Forecasting an advantage.
  • Outstanding analytical, strategic, and problem-solving skills.
  • Experience managing large scale change programs within Financial Services, across multiple functions.
  • Requires thorough knowledge of strategic direction of the function within the relevant part of the business, combined with a solid conceptual/practical grounding in the function and/or area of expertise and related subject areas.
  • Extensive knowledge of the industry, direct competitors' products and services, is also necessary in order to contribute to the commercial goals of the business.
  • Excellent communication skills required in order to negotiate internally, often at a senior level.
  • Some external communication/negotiation may be necessary.
  • Frequently involved with a variety of broad based and complex issues requiring conceptual thinking.
