Citi’s EO&T Chief Operating Office (COO) is comprised of the Resource Management Operations, Citi Global Sourcing, Enterprise Resiliency, Program Management Governance Office, Chief Information Officer Council Governance, Enterprise Tools & Reporting, Operations & Technology Transformation Office, COO Risk and Controls, and the Chief of Staff teams. The Chief Operating Office organization develops and executes Enterprise Operations & Technology strategic and operational plans, as well as provides central coordination of all business office functions.

The Citi Program Management Council (CPMC) is a chartered governing body reporting to the COO. It is responsible for setting the strategic direction of Program and Project Management Governance at Citi.  The CPMC has the authority to create policy and standards, define roles and responsibilities, monitor process compliance to policy and standards, drive management reporting and metrics, and assess the overall PM process adequacy. The Head of CPMC PM Oversight is a new role that will provide execution oversight to Citi’s strategic project work.

Description of the Role:

The Head of CPMC PM Oversight will develop and implement a robust set of processes to provide execution oversight to Citi’s strategic work. The oversight processes must guard against missed or delayed identification or response to existing and emerging risks within the strategic book of work. The role will manage a team of experienced PM practitioners to implement and embed sustainable processes to secure these commitments. The processes will define the role’s interaction with the execution team, sponsor and stakeholder engagement, and the applicable Organization PMOs.  The PM Oversight team will be actively engaged in the BoW execution using a risk-based approach throughout the work.  Success for the team is marked by assuring fit-for-purpose of the work structure, schedule, scope, resources, stakeholder engagement, PM skills, Critical Success Criteria, reporting and governance.  Monitoring the effectiveness of these processes must include clarity in the escalation path, should intervention be required.   Significant interaction with senior BoW sponsors, Citi’s lines of defense (ORM, ICRM and IA) are expected.

Key Responsibilities:

  • Define and execute processes to provide oversight to Citi’s Key Initiatives,  projects to address unmapped MRAs, and prioritized Safety & Soundness work to proactively identify work efforts that may be at risk for late delivery or scope challenge.. 

  • Define criteria and thresholds that will trigger intervention and the processes that will support intervention and initiate escalation activity if risks, issues or non-compliant activities are not resolved when needed. 

  • Monitor work efforts that trigger need for intervention, use the escalation path and negotiate implementation of corrective actions with Project teams and/or Organization PMO Leads across businesses/functions.

  • Provide credible and independent challenge to work effort governance structures, staffing and PM effectiveness to positively impact execution through a structured process.  Challenge the completeness of scope, artifacts, schedule and dependencies

  • Evaluate work efforts’ ability to identify risks, issues and potential solutions and assess any themes that may emerge across programs.  Be able to rapidly and effectively communicate complicated issues and related data into concise and actionable information for senior sponsors and stakeholders.

  • Prepare concise and timely updates to relevant governance forums /Committees and other senior executives.

  • Possess a deep understanding of industry Program and Project Management leading practices, and ideally, Citi’s Program and Project Management standards.

  • Build close partnerships with members of the CPMC, Org PMO Leads, Citi’s Lines of Defense and required business stakeholders to positively impact overall delivery of the Citi Book of Work in a meaningful way.

  • Interact with Citi’s CAO office for escalation based on established criteria and thresholds.

  • Build out the PM Oversight function through the recruiting and retention of Program Management professional resources.

Experience:

  • Minimum 10 to 15 years of industry experience in successful hands-on Program Management and governance of complex enterprise level initiatives, programs and projects through the full project lifecycle.

  • Proven ability to work with cross-functional teams in a Financial Services global environment.

  • Possess excellent influencing, facilitation, and partnering skills, exemplary written and oral communication skills which can be leveraged to consistently succeed.

  • Have experience and ease in interfacing with executive and senior management levels.

  • Individual should be analytical, flexible, team-oriented, have good interpersonal, communication, and follow-up skills with strong attention to detail and ability to multi-task. 

  • Have interaction experience with Internal Audit and External Regulators.

  • Prior experience managing, leading and retaining an effective team.

  • Experience with enterprise project and program management tools, methodologies, and practices.

  • Self-starter, able to operate with minimal direction, with strong work ethic.

  • Technical proficiencies in MS Word, Excel, and PowerPoint and Microsoft Project.

  • Familiarity with Citi systems like PTS 2.0, iCAPS and other risk management systems is a plus.

  • PMP or PGMP Certification is a requirement.

  • Prior Citi experience preferred.

  • BS/BA (Bachelor) degree or equivalent combination of education/experience.
