The Markets Transformation team works with all Markets businesses and Citi functions, including Legal, Compliance, Finance, Risk and O&T to identify, mobilize and execute responses to regulatory and cross-business transformational projects. The primary mission of the team is to design and implement integrated solutions and sustainable capabilities in the most efficient and effective way for Markets and its clients.  

Examples of major programs that Markets Transformation currently (or recently) manage include: Brexit; Dodd-Frank Title VII; EMIR/Re-Fit; FRTB; IBOR Transition; Markets Conduct Risk; MiFID / MiFIR; Resolution Stay Rules; Volcker / Volcker 2.0 and multiple specific APAC/EMEA/NAM Regulations.

Responsibilities:

For Global Markets, coordinate with Global Transformation Program Leads and related Enterprise / ICG teams to:

  • Gain clear understanding of the established target state objectives, scope and success criteria for each program group

  • Review related committed plans / milestones and the expected path to target state

  • Understand impact to Global Markets control processes, risk management, clients, capital, governance, technology resources 

  • Create documentation describing required outcomes and capabilities from each Program Group, as applicable to Global Markets

  • Ensure the plans will effectively address identified regulatory issues broader supervisory expectations and underlying issues and root causes, as they pertain to Global Markets

  • Agree any specific actions required of the business, including facilitating Global Markets participation in the design and execution of each program’s defined scope, target state, and success criteria 

Build out communication strategy to ensure impact to Global Markets is clearly understood across the business:

  • Communicate clear and concise insight to the established transformation plan objectives, to ensure Global Markets stakeholders are informed of requirements, execution timelines, key milestones and any specific actions required 

  • Ensure all relevant stakeholders are identified and included in program group scope definition activities where needed

  • Act as central point of contact between Transformation Program Groups and Global Markets where appropriate 

  • Escalate to Transformation Program Leads: risks, issues, dependencies, assumptions from Global Markets perspective 

  • Assist with external communications where appropriate, to help ensure consistency of messaging

  • Provide regular status updates for Global Markets management on transformation plan progress

Initiate books of work required within Global Markets to support the Global Transformation Program objectives:

  • Support initiation of new programs of work, including transfer of knowledge and assistance in initial planning, where relevant

  • Build resource plans for any new programs, to ensure effective execution across Global Markets

Knowledge, Experience & Skills: 

  • Knowledge and experience of structured project management techniques in a markets front office environment 

  • Demonstrable experience of running high impact projects / programs as a consultant or internal change group

  • Expertise and hands-on practitioner expertise in designing and implementing structured business/operational processes and associated business requirements documentation 

  • Knowledge of, and experience in, analyzing legislative and regulatory texts, and associated legal analysis 

  • Knowledge of global markets trading products (Fixed Income, Equity, Currencies & Commodities) and/or securities services (Prime, Collateral, Clearing, Custody, Fund Services) 

  • Understanding of Front Office trading processes across the full trade lifecycle within a large bank/dealer

Skills and Competencies – Must be able to demonstrate extensive experience of: 

  • Strong analytical and problem-solving skills, with attention to detail 

  • strong leadership and project management skills; ability to gain consensus among staff and drive initiatives to completion effectively

  • Management and facilitation to achieve objectives, with both local and with remote teams

  • Strong interpersonal, influencing and organizational skills to mobilize and motivate delivery in a co-operative and collaborative working environment across trading and support/infrastructure/control functions 

  • Hands-on practitioner expertise in designing and implementing structured business/operational processes and business requirements documentation 

  • Excellent verbal and written communication skills, to effectively produce procedural documentation and communicate with senior management. Ability to seamlessly communicate complex technical issues to non-technical colleagues

Education:

  • Bachelor’s/University degree or equivalent experience, potentially Masters degree and managerial experience
