This Senior Recruiter position is responsible for the end-to-end strategy, execution, and delivery of the recruitment process in partnership with the Human Resources team. The overall objective of this role is to participate in various recruitment initiatives in support of the overall business strategy.

Citibank Berhad is a global bank offering a wide range of banking and financial services including retail banking, institutional banking, and investment products and services in Malaysia. It has an employee strength of 1770 employees across Institutional Clients Group and Global Consumer Banking Group, ably supported by Operations & Technology and Global Functions teams.

This senior recruiter role will support the recruiting efforts for Institutional Clients Group and Global Functions. It will report to the Malaysia Talent Acquisition Lead and is based in Kuala Lumpur.


  • Act as a strategic recruiter, partnering with business to proactively understand talent needs, provide market intelligence and execute against the talent attraction strategies

  • Build a strong understanding of the business and skill set requirement enabling proactive pipeline

  • Source applicants, screen resumes, interview and assess candidates and provide list of qualified candidates to hiring managers

  • Consult with clients to develop appropriate sourcing strategy, such as internal direct sourcing, networking, and social recruitment

  • Initiate and lead initiatives to improve various aspects of the TA function in Citibank Berhad – including but not limited to local hiring focus; diverse hiring; process streamlining; operating model alignments etc.

  • Partner with respective Human Resource Advisors, compensation leads, and hiring managers to prepare reasonable and fair offers for internal and external talent

  • Research markets and peer organizations to identify candidates, and provide positive candidate experience for internal and external candidates

  • Provide stakeholders with market data and activity information to assess talent pipeline for current and future needs as well as facilitate feedback conversations with key stakeholders and candidates

  • Actively drive diversity hiring initiatives for roles managed by self as well as contribute to franchise wise initiates led by Talent Acquisition function.

  • Ensure all hiring policies and procedures are adhered to and that “best practice” recruitment guidelines are administered throughout the recruitment process

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency

  • Use data to effectively manage ageing risk and partner with business and HR teams to drive proactive initiatives that help reduce ageing risks.


  • Relevant experience in recruitment and/or recruitment management, selection process, with strong knowledge of local market and talents

  • In depth experience of recruitment technologies. Workday preferred.

  • Deep knowledge of local regulations, compliance/risk & control policies as well as audit methodology in relation to recruitment and onboarding.

  • Strong interpersonal skills:  able to effectively and quickly build relationship and establish trust, respect, competence and confidence and influence without authority

  • In depth understanding of compensation, art & science and strong knowledge of structuring complex compensation and international mobility assignment

  • Demonstrate capability to lead complex projects, stake-holder engagement and communication


  • Bachelor’s degree/University degree or equivalent experience

  • Master’s degree preferred
