The Global Policy Adherence & Engagement Team for Financial Crimes is mandated to support the delivery and ongoing direction of a comprehensive Financial Crimes Program in partnership with multiple functions such as Compliance, Operations, Technology, Risk, Audit, and multiple stakeholders at all levels of management. This team is responsible for fostering a culture of control, customer centricity and accountability while leading efforts to identify, anticipate and mitigate AML, Sanctions and Ant-Bribery regulatory, reputational, and operational risks.

The Financial Crimes AML/KYC Project Senior Lead is responsible for end-to-end management of Financial Crimes Policy initiatives and ensuring the proper adherence and execution of policy requirements.  This professional will be responsible for working with the business to develop and implement end to end Financial Crimes policy adherence solutions, policy compliance and execution for all products and channels, managing root cause analysis in close partnership with business risk managers (Branded Cards, Retail Services, Retail Bank), Compliance, Operations and Technology. Additionally, this role will have responsibility for ensuring all processes executed in support of USPB lines of business, regardless of function, have appropriate governance and controls in place to evidence compliance with applicable regulations such as Bank Secrecy Act, PATRIOT Act, FinCEN, Office of Foreign Assets Control (OFAC) Sanctions compliance as well as applicable Citi policies. This professional will both sponsor on behalf of business and assist with corrective action planning/dimensioning, policy adherence, change management, impact assessment and implementation plan oversight for USPB lines of business.

Responsibilities:

  • Manage Financial Crimes regulatory and policy initiatives as required, such as the implementation of new or enhanced business products and services, control enhancements and related project management work efforts.

  • Sponsor the identification and resolution of BSA AML policy gaps, control enhancements, implementation assessment regarding AML/KYC policy and regulatory requirements, collaborating with the business in development of sustainable solutions to meet policy requirements and risk mitigation.

  • Work with Business Risk, Compliance, Operations and Technology teams to actively identify new and address AML/KYC policy gaps.

  • Represent Financial Crimes team in multiple forums, internally and externally, including senior management discussions and key stakeholder meetings across the business, compliance and operations to provide transparency on initiatives.

  • Work across multiple teams to provide strategic direction and develop all aspects of the BSA AML control environment (e.g., people, process, technology and governance)

  • Ensure proper and effective governance of tasks and processes with reference to internal policy and external regulation.

  • Partner with Compliance, the business and KYC teams globally on interpretation and implementation of new Anti-Money Laundering (AML) policies managing directly the impact to the control environment.

  • Drive continuous improvements to quality of data, control reporting and associated metrics to increase global consistency.

  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citi, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to policy, conduct and business practices, and escalating, managing and reporting issues with transparency, as well as effectively supervise the activity of others.

  • Creates and maintain standards and processes for the execution of all AML program related projects, remediation, and regulatory issues in partnership with key stakeholders. 

  • Establishes and implements appropriate oversight to ensure that policies and standards are being adhered to and exceptions/at-risk items are escalated as appropriate.

  • Work with Program and Project Managers across various teams to help manage solutions.

  • Understand all project activities within the AML program lifecycle including project planning, estimation, execution, implementation, and closure. 

  • Ensures all stakeholders are identified and included in scope definition activities, understand the program schedule and key milestones and receive schedule status regularly. 

Qualifications:

  • 10-15 years in at least one of the following: Transaction Monitoring, KYC, Risk, Operational Risk, Policy Management, or Project Management with experience in compliance, legal or other control-related function in the financial services firm, regulatory organization, or legal/consulting firm, or a combination thereof

  • Strong communication and interpersonal skills; strong presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging.

  • Deep functional knowledge of the industries and applicable BSA/AML/CIP/KYC/FinCEN rules, regulations, policies, processes, and framework.

  • Detail-oriented, with proven ability to question and identify opportunities within existing processes and business practices by leveraging previous experiences and knowledge of the business.  This candidate must possess strong conflict resolution skills and ability to work in a complex environment with quick turnaround timelines.

  • Strong presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging with people at all levels of the organization.

  • Proven leadership skills, with emphasis in high-stakes and high-visibility scenarios

Education:

  • Bachelor's degree/University degree or equivalent experience

  • Master's degree preferred

  • Relevant AML and/or Sanctions Certification desired
