The Program Management Risk Oversight Group (“PMRO” or “the Group”) is a second line of defense function within Citi’s Operational Risk Management function. This is an opportunity to get in at the start of a journey as we build and define the project management risk oversight operating model and team, as well as plan and execute the team’s tactical and strategic roadmaps. The Team operates at the enterprise level of Citi, across its numerous legal entities and geographies, serving as a key advisor in the domain of program management risk. Two of our partners you will be working with include the Office of the Chief Administrative Office, and Citi’s Program Management Council.

Job Description:

The PMRO Group is seeking an Associate to join a growing team. The Associate will be a partner to the team’s Director and Senior Vice President in assisting with building and operationalizing the high-impact, strategic Global Frameworks and Fitness Assessments functions, processes, and controls.

The candidate we seek has experience in Program Management and Project Risk. They will have an interest in and experience working within teams to help build out their associated processes and writing controls. The candidate will be asked to directly support the team’s Director and VP with assessing effectiveness of project management processes, risks impacting project management processes, as well as assessing the fitness of numerous project execution teams’ and Project Management Offices’ adherence to governance frameworks within with they must operate.

Primary Responsibilities:

The Associate will work with the PMRO team to identify, evaluate, and assess the adequacy of process, risk, and control structures within Citi’s Program Management and Operational Entities. The Associate is expected to:

  • Assist with the development of a best-in-class program management risk oversight function, focusing on the development of governance, operating Models, engagement models, standards, policies, and procedures
  • Keep informed of changing regulatory expectations that may impact project governance or project execution risk
  • Understand how policies, procedures, and standards are applied to day-to-day project management activities, and how they influence project execution risk
  • Directly support the Director and VP to provide a second line challenge function in the development of program management risk oversight policies and standards based on regulatory expectations and industry best practices
  • Review and understand the design of processes and controls that could have widespread impact project risk and project execution and provide improvement recommendations to the Director
  • Support reviews of Citi’s frameworks, policies and procedures impacting project risk and project execution
  • Support fitness assessments of project execution teams and project management offices with the goal of measuring adherence to policies, and identifying risk-mitigating improvements
  • Learn to assess risk when business decisions are made, demonstrating consideration for Citi's reputation, and safeguarding its clients and assets, by driving compliance with applicable laws, rules, and regulations, adhering to policies, applying sound ethical judgment regarding personal behavior, and escalating, managing, and reporting controlling issues with transparency

Qualifications:

  • Interest in and/or knowledge of operational risk management practices
  • Understanding of how operational risk is measured and managed
  • Experience participating in risk and control self-assessments preferred
  • 1-3 years of experience in financial services, with experience working with Internal Audit on the remediation and closure of open issues preferred
  • Familiarity with the global prudential regulatory framework within with Citi operates
  • Familiarity with generally accepted project management practices and frameworks
  • Demonstrated clear and concise written and verbal communication
  • Demonstrated ability to remain unbiased in a diverse working environment
