To drive risk oversight and asset growth initiatives in the $95 billion Secured portfolios in US Mortgage, APAC/EMEA markets and Mexico.  The role will also participate and lead in the Risk and Controls Program Group target-state initiatives that is directly linked the Consent Order.  The role will also drive on-going optimization and maintenance of the Global Consumer Credit policies, Risk Appetite Framework, Capital returns framework and relationship management with the Regulators & Audit partners.

Objective: Support the Global Product and Functional Oversight Director (GPFOD) and Group Risk Director (GRD) functions in global Risk/Return Analysis, Portfolio Risk Appetite / Performance / Process Oversights, Global credit policy governance & management, regulatory reportings and coordination with audit / regulatory partners.   Other important objectives are to participate and lead in Citi's Risk and Controls Program Group target-state initiatives and to drive the Risk Transformation initiatives through close collaboration with other first and second line risk Subject Matter Experts and delivery partners.

Responsibilities: The candidate will work closely with a broad set of business, risk, finance and operations teams across all regions with a focus on the Global Product and Function Oversight Director (GPFOD) / Group Risk Director (GRD) governance process in adherence to Citi's Risk Governance Framework and the Global Consumer Credit Policies.   The role will perform risk analysis of a nature inclusive of regulatory, geographic, credit risk concentrations, monitoring of portfolio performances against risk appetite guardrails & benchmarks, credit transactions approvals, regulatory reporting validation, business quality assurance oversights, policy gap analysis, enhancements of Global Consumer Credit Policies and Profitability framework to meeting heightened standards.  The senior policy analyst plays a critical role to review, analyze and assess risks on a set of portfolio / business monitoring reports including quarterly balanced scorecards, quality control framework, manager control assessments, risk appetite & benchmark annual renewal, NAM Senior Loan Officer Survey (SLOOS), collateral management scorecards, credit risk models, portfolio quality reports, concentration reports etc...  The role will at occasion involves in preparation of materials for various senior risk committees and regulator meetings.    The senior policy analyst will when required, utilize data mining tools (such as SAS, Excel) to drive answers to analytic challenges and information for management decisions.

The senior policy analyst will also play a leading role in the Risk and Control target-state initiatives , Risk Transformation project entailing identification of gaps, process inefficiencies and gathering of inputs from the business, independent risk and system/operation partners and derive a set of policy or process governance improvement actions. 

Development Value:  potential to grow into a portfolio, functional or regional independent risk manager role.

 15+ years experience in consumer risk management with sound knowledge in consumer real estate, including collateral risk management, servicing, local housing and regulatory requirements.  Knowledge in multiple consumer lending products a definite advantage

- strong sense of risk governance & regulatory compliance

- prior experience in risk  or collections analytics

- prior experience in consumer credit model, Basel and CCAR a definite advantage

- prior experience programming and solving credit/collections business problems using SAS

- experience in optimization of operational metrics given various business constraints

- Bachelor’s degree required; Advanced degree strongly preferred.

- strong sense of accountability and ownership with strong work ethic

- ability to digest and synthesize disparate data and prioritize and drive results

- strong problem solving and decision making skills

- strong written and verbal communication skills

- strong finance & analytic skills

- ability to work well under pressure with exceedingly short deadlines and minimal supervision
