Wholesale Credit Risk (WCR) is managed by Cheryl Boucher, Chief Risk Officer (CRO), who reports directly to Citi's CRO, Zdenek Turek. Wholesale Credit Risk specifically manages the portfolio of institutional clients (ICG) and products activity generated by Capital Markets Origination, Corporate and Investment Banking, Markets and Securities Services, Private Banking, Commercial Banking and Treasury and Trade Solutions. In addition, WCR manages the portfolio of Citi Commercial Bank (CCB) as well as Global Wealth Management (GWM).

This new role is part of the Wholesale Credit Risk (WCR) organization. Within WCR, the Independent Risk Quality Assurance - Wholesale Credit Risk (IRQA-WCR) function verifies that established standards and processes are followed and consistently applied. WCR Management uses the results of the quality assurance reviews to assess the quality of the group’s policies, procedures, programs, and practices as relates to wholesale lending. The results help management identify operational weaknesses, risks associated with the function, training needs, and process deficiencies.

The IRQA-WCR Function Head for Special Assets is responsible for setting the global strategy for and lead the implementation and ongoing delivery of a robust quality assurance function for the WCR Special Assets Portfolio in accordance with the coverage universe. This role reports directly to the Global Head of IRQA-WCR.


  • Ensure effective credible challenge to Business Executives and Portfolio Managers with regards to memo and process quality to ensure that weaknesses in such processes are identified and escalated appropriately.

  • Ensures wholesale credit risks within Citi are effectively identified, measured, monitored, and controlled, consistent with the bank’s risk appetite and all policies and processes established within the risk governance framework.

  • Accountable for leading the Quality Assurance team which is responsible for execution of the following:

- Consistent and objective assessments during Quality Assurance Reviews (QARs)

- Subsequent follow-up on corrective actions that were raised during QARs           

- Synthesize and prepare quarterly Quality Assurance Reports to WCR business management that communicate and measure results and identify negative trends and potential solutions

  • Update and create QAR templates

  • Interact with the respective senior management in order to ensure that quality assurance protocols are adequate for all Special Asset portfolios

  • Provide oversight and guidance over the assessment of complex issues, structure potential solutions and drive effective resolution with stakeholders.

  • Assist in the establishment of IRQA-WCR policies, procedures, risk assessment and controls to drive effective QA coverage and standards

  • Stay abreast of relevant changes to rules/regulations and other industry news including regulatory findings.

  • Act as a change agent coaching staff in areas with noted deficiencies and sharing any observed best practices

  • Ensure ongoing and timely feedback and coaching of IRQA-WCR Quality Assurance staff to sustain a strong control culture and an unwavering commitment to excellence in execution

  • Attract, develop and retain top quality assurance staff

  • Support the Global Head of IBQA-WCR on internal projects and initiatives

  • Support IRQA-WCR Voice of the Employee (VOE) as well as diversity and inclusion initiatives

  • Travel (less than 10%)


  • 10+ years experience in Risk and people management

  • Demonstrable quality control / quality assurance experience, including 7-10 years in banking, credit risk management, internal audit, loan review or quality assurance review function at an investment or large commercial bank

  • Deep knowledge of Wholesale Credit Processes and organizational awareness, covered portfolios, and processes

  • Proficient understanding of policies and procedures with the ability to execute change seamlessly

  • Exceptional knowledge and experience on designing and implementing a robust Quality Assurance framework, from initial assessment of concerns and monitoring strategy, execution of scripts and procedures, development of housing infrastructure and database maintenance, reporting to senior management of observed findings, and continuous improvement, working closely and independently to the Global Head of IRQA-WCR

  • Strong grasp of the lending wholesale credit risk covered process, to evaluate findings within the Quality Assurance process, determine materiality, and partnering with in-line makers and checkers for ongoing improvement, problem detection, and sustainable remediation

  • Significant experience in preparing presentations for seniors

  • Outstanding awareness and adherence to the control environment including Quality Assurance and Quality Control

  • Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary.

  • Full management responsibility of a team , including management of people, budget and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.


  • Bachelor’s/University degree or equivalent experience, potentially Masters degree
