Citi continues to enhance its business control and governance framework by building out Institutional Credit Management (ICM), a new function in the 1st Line of Defense, to house and consistently manage credit risk activities performed across its Institutional Client Group organization. ICM’s objective is to provide integrated “end-to-end” credit underwriting, identification, measurement, management, and monitoring for wholesale credit risk across the enterprise.  Within ICM, the Credit Underwriting function (ICM-UW) provides analysis, greenlight, underwriting, first-line-of-defense credit approval and subsequent credit monitoring across all ICG wholesale credit businesses including Banking, Capital Markets, and Advisory (BCMA), Global Structured Products, Financings, and Securitizations (GSP-F&S), Treasury & Trade Services (TTS), Markets, and Securities Services (MSS).  Within ICM-UW, the CAO organization is designed to lead and manage the operational and governance functions to design, execute, monitor, and govern the global credit underwriting strategy across ICM-UW including Training, Staffing, Communications, Governance, and Controls.

This role will report to the ICM-UW Program Senior Group Manager supporting Training, Staffing, and Communications.

Key Responsibilities: 

  • Primarily responsible for leading and managing all recurring and ad-hoc processes related to hiring and staffing within the ICM-UW organization.
  • Maintain a systemic tool to measure, monitor and identify the number of staff and seniority levels needed to ensure an effective system of internal controls and front-line unit risk management
  • Define and track key staffing metrics to ensure ongoing adequacy of staffing against established plan
  • Collaborate with country and regional ICM-UW verticals to implement and execute on strategies to avoid credit officer gaps in staffing
  • Maintain a robust governance process to review staffing needs, capabilities, and seniority across global ICM-UW that may result from changes in the ICM-UW’s business strategy, portfolio quality or risk appetite
  • Mange the global ICM-UW hiring plan and provide regular status updates to management across all verticals
  • Partner with Global Head of Training, Staffing, and Communications as well as the Training Team Lead to monitor and track key performance drivers and design metrics to measure ICM UW underwriters and credit analyst performance and action an agreed upon reporting strategy to track and measure progress and performance in a simple and consistent way

  • Ability to organize and prioritize deliverables, often with concurrent deadlines and shifting priorities
  • Ability to manage thru ambiguity and make decisions without constant guidance
  • Demonstrates a sense of urgency, with the ability to thrive in an entrepreneurial, fast-paced, and high-energy work environment

Experience and Qualifications:

  • BA/BS or higher degree in Finance, Human Resources, or Business administration; or equivalent work experience
  • Minimum of 5 years of experience in a Finance, Risk Management, Operations, Underwriting, Human Resources, or Project Management function. Prior Credit Risk experience preferred, but not required.
  • Action-oriented and able to manage multiple tasks simultaneously and shift focus as needed as priorities change
  • Creates alignment and transparency across the team by openly communicating both team and individual goals and development areas, and connects team purpose to overall firm strategy
  • Exhibits strategic leadership skills by defining short and long-term goals, assigning resources along with defining and tracking performance metrics to ensure results
  • Demonstrates strong ethics and integrity at all times, especially when under pressure
  • Microsoft Office experience (Word, Excel, and PowerPoint) skills
  • Language skills in addition to English preferred but not required (e.g. Spanish, Portuguese, or Chinese)


  • Bachelor’s Degree/University degree or equivalent experience
