Risk - CGME Capital Markets Senior Risk Officer (ComCom Member) - Director
The focus of the role will be to provide independent risk management oversight for the BCMA Capital Markets Business as member of the Global Commitment Committee representing CGME and participating in the review and approval of capital markets transactions (both DCM and ECM).
Additionally, the incumbent will be responsible for other risk activities in connection with corporate credit/corporate finance activities in CGME and development of relevant frameworks at the legal entity level as the entity further evolves and potentially expands is activities. The role will involve close collaboration with regional and institutional risk management teams, as well as a broad range of other control functions and business partners.
As part of the implementation of Citi’s transformation of CGME into an EEA investment firm in Germany, this new role is required to strengthen the BCMA/Capital Markets Risk coverage in Germany, in particular the underwriting and activities.
The Global Fixed Income and Equity Commitment Committees review and approve capital market transactions for Citi clients around the world and ensure that Citi’s responsibilities, as an underwriter of securities, are fulfilled from legal / regulatory and reputational perspectives.
The CGME Capital Markets Senior Risk Officer II will join Citi’s Global Commitment Committee co-Chairs, representing CGME and will be responsible for providing approvals in connection with ECM/DCM issuance activities from CGME in accordance with agreed framework.
Responsible for reviewing and approving capital market transactions for Citi clients issuing via CGME and ensure that Citi’s responsibilities, as an underwriter of securities, are fulfilled from local legal / regulatory and reputational perspectives.
Ensure that the deal / CMO teams have complied with Citi standards and policies relating to Citi’s role as an underwriter. Provide constructive input on disclosure of risks to investors – offer solutions that preserve client relationships and market position without sacrificing protection of Citi’s interests.
Balances Citi’s responsibilities in treating both issuer and investor clients in an equitable manner.
Communicate effectively with Citi senior management and regulators.
Serve as a point of escalation for key issues/decisions in high risk scenarios, assessing a situation based on available data, experience and judgement.
Coordinate with other key control functions: e.g. legal and AML compliance to ensure all risks are appropriately assessed and handled.
Maintain the records of the committee deliberations and decisions.
Appropriately assess risks when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to policy, applying sound ethical judgment regarding personal behaviour, conduct and business practices, and escalating, managing and reporting control issues with transparency.
Additionally, take responsibility for other challenge and oversight activities in connection with credit risk activities on the CGME entity, including assisting in developing/enhancing appropriate legal entity risk frameworks, internal and external audit and regulatory engagement.
This role will provide unique visibility, cross-functional and cross product and risk experience and knowledge. The position involves a significant amount of interaction with senior management in BCMA and direct involvement in a very active underwriting activity for clients from various countries. As such, the role will entail exposure across businesses and functions operating on Citi’s new EU investment firm.

15 + years experience in a global full service financial institution (including at least seven years with Citi – preferred)
Bachelor’s/University Degree, Master’s degree preferred (e.g. Business studies, Economics, Quantitative studies, etc.)
Fluent in written and spoken English, German (preferred), other languages a plus
Familiarity with regulatory landscape facing global banks
Ideally, experience covering corporate and/or financial institution clients as a banker or product specialist would be a plus
Strong commercial awareness is a necessity
Provides advanced judgment and conducts in-depth quantitative or qualitative analysis to solve problems, manage complexity and develop new, innovative solutions

Experience with capital formation in emerging market countries
Knowledge of Fixed income security analysis, including credit, terms and conditions as well as covenant packages
Business selection including investigation of client backgrounds
Knowledge of structured finance and structured products
Understanding of the valuation of equities
Decisive leadership for developing solutions in an environment with aggressive client requests
Commitment to independent views but willingness to compromise and be transparent in decision-making
Strong credit judgment/ability to quickly grasp risks associated with broad spectrum of companies and sovereigns
