Citibank Europe plc (CEP) is the main EU banking entity for Citi in EMEA with a presence in 22 European countries. It covers several key business lines including Markets & Securities Services, Treasury & Trade Services, Corporate & Investment Banking, with revenues of approx. $2bn and total assets of $70 billion which are expected to grow further. CEP has been designated a significant institution by the ECB and is therefore expected to meet enhanced regulatory expectations especially with regard to risk management.

Job Background/Context

CEP Independent Risk Management, headquartered in Dublin, acts as the second line of defence for the holistic management of risk across all business lines and locations of CEP. CEP Head of Risk Regulatory Advisory is responsible for managing and directing the Risk Department’s interactions with Regulators, including quantitative data requests and on-site inspection management, as well as  new risk-related regulation surveillance and analysis, industry-body liaison and strategic advice to senior Risk team on all the above.

Key Responsibilities

This is a senior appointment whose key responsibilities include:

  • Analyse new risk-related guidelines, best practice standards, rules & regulations, and participate in the impact assessment on the Risk function.

  • Oversee implementation of regulatory changes relevant to Risk.

  • Support the CRO and Risk function heads for the interpretation of existing regulatory requirements.

  • Be the Risk representative on the CEP Regulatory Development Working Group and other relevant internal senior management forums.

  • Co-Lead Risk’s EU and UK Regulatory and Policy Working Group.

  • Participate in relevant Industry Forums.

  • Review key Risk Regulatory submissions.

  • Coordinate, review and present the Annual Formal Assurance Plan for Risk to the Board Risk Committee, in addition to monitoring of execution and reporting against the Plan throughout the year.

  • Act as Risk point person for assessing and interpreting all data and information requests that are received from ECB, CBI or other external stakeholders during inspections/audits. Direct the approach to answering questions and involve appropriate Risk Functions in CEP / Citi.

  • Manage and track completion of all Risk related regulatory deliverables, including reviewing responses and providing quality checks on output.

  • Assist with information requests from Central Bank of Ireland, European Central Bank, external auditors, and internal audit.

Experience and Skills

  • Strong familiarity with regulatory landscape facing EU banks. Ideally, have worked in an international bank, regulator, banking industry body or professional services firm.

  • Excellent knowledge of banking practices, risk management and regulatory requirements.

  • Previous experience in managing Regulatory Inspections & Audits within a financial services company.

  • Professional ability and presence to interact with Senior Bank, Regulatory and Audit Management.

  • Excellent presentation and communication skills.

  • Very strong formal English language writing ability.

  • Ability to build working relationships across the firm.

  • Strong influencing skills.

  • Strong planning and execution skills.

  • Highly organised and able to work to tight deadlines.

  • Express complex issues simply.

  • Strong team player.

Qualifications

Third level qualification in Business, Accountancy, Economics, Legal or similar discipline.
